The article considers approaches to the development of the subject of public administration in modern conditions. It is established that the development of the subject of public administration should include the creation of a fundamentally new approach to the training of civil service specialists with an emphasis on the ability to combine hierarchical and synergistic relationships, further actualization of the problems of managerial ethics in general and ethics of public service in particular, the formation of value orientations, the psycho-cultural field of the personality of a civil servant and its constant improvement, increasing the ethical responsibility of public officials. managers. It is determined that it is necessary to take into account the peculiarities of the subject within the framework of public administration, arising in the process of its consideration as a system, to take into account the role and significance of the psychosystem components of management in the process of preparing subjects, in particular the collective strategy for personnel, optimization of relations between departments of the institution, interorganizational cooperation, organization of dialogue with public organizations. It is proved that the system-level causal model makes it possible to identify the hierarchical essence of the subject within the framework of public administration and to better understand its meaning and significance, as well as to reflect the essential levels of the activity of the state manager and use them to build system models.
