Development of labor potential at the municipal level in an innovative economy: problems and solutions

The polarization of the socio-economic space is typical not only for the regions of the Russian Federation, but also for municipalities. In some regions, inter-municipal differences in individual indicators of economic and social development differ tenfold. The deepening differentiation of development becomes barriers to innovative changes in the economy and does not allow the region to develop actively. In modern conditions, knowledge-intensive industries are becoming the basis for the development of an innovative economy and require a new approach to understanding the role of the human factor. The demographic resource should be considered not only as a quantitative indicator, but also as a labor potential in the context of the existing socio-economic opportunities of the territories.
