The development of exterior forms of local self-governments cooperation

The paper analyzes various forms of cooperation of local governments, from local level (cooperation of Volga region cities) to regional level (cooperation of local governments within the framework of the Eurasian cooperation organization) as well as at international level (cooperation of local governments within the organization (“United cities and local authorities”). The author makes a detailed analysis of the activities of these organizations, the level of their cooperation and influence on international and national legal systems in terms of legal regulation of the organization of local self-government. The subject of the analysis are unions of local governments at various levels, as well as specific results of their activities: resolutions, legislative initiatives and international treaties. The analysis of the participation of the Republic of Bashkortostan local governments in international, regional and local cooperation is carried out, a comparative cross-section with the municipalities of neighboring subjects of the Russian Federation is made. As a result of the study, the author concludes that international and regional cooperation of local governments strengthens as well as the position of local authorities in the world political arena.
