The development of military administration in Russian Central Asia in the second half of the 19th century

The study discussed the stage-by-stage development of the territorial administration system in Central Asia as it joined the Russian Empire in the second half of the 19th century. In the Turkestan Governorate-General and Transcaspian region, these systems were different although military management was a priority everywhere. Russian military administrators had succeeded in effective management over a short period of time compared to neighboring British India, as exemplified by the lack of major uprisings against Russian dominance in the region. However, Turkestan failed to become a source of colonial enrichment for Russia to the same extent as for India. On the contrary, the expensive measures were taken to provide the rapid integration of the annexed lands with the metropolis. The Russian administration in Central Asia was small and involved only regional and county governments as well as military and police administration (pristavstvo). Lower administration consisted of local people and was characterized by preserving centuries-old traditions.
