In the article the problem of maintenance of functional safety critical sociotechnical systems on the basis of model of performance of rules of the system representing set of five components is considered. The offered model breaks them into 4 levels of the coordination, and performance of rules is based on three stages: the coordination of all of 5 components on levels of the coordination, the coordination of the next levels and reception of function of performance of the rules. The offered model allows not only to solve a problem of functional safety, but also to optimize a control system for effective performance of rules and achievements of the purpose of functioning.
