Execution of powers by a municipality head: issues of legal regulation

The article discusses the features of powers execution by a municipality head under the terms of the municipal legal relationships. It is emphasized, that in these legal relations a major principle of local government organi- zation in The Russian Federation is implemented, that is the observance of the human and citizen rights and freedoms.
