Implementation of state youth policy during the prewar period (case study of the Far East)

The article is concerned with the development of the public education in the Far East in the 1920-1940-s in the context of the state youth policy. The author reveals the features of illiteracy and low literacy elimination among the young people by establishment of a system of educational institutions in the specific conditions of the region. The author considers such a local peculiarity as educational work with the indigenous minorities of the North, who had no written language.
