Realization of civil control in the system of local self-government as a technological problem

The article considers an implementation of civil control that can empower its use in terms of the local government in Russia. The authors emphasize that the development of regulatory practices requires a strategic approach and is connected with the solving its major tasks. The article shows the need in implementation of municipal strategies of civil control, initiated by the municipal officials and the Public Chamber.
