Implementation of governor’s programs in the Murmansk region as a way to improve the living standards of the residents of the northern region of Russia

The purpose of the presented article was to analyze the impact of the program of the Governor of the Murmansk region “In the North - to live” on improving the living standards of residents of the Kola North. The article discusses the measures taken by the government of the Murmansk region to reduce the outflow of population from the regions of the Far North, to preserve the number of residents of the region, to create comfortable living conditions for them, to preserve health, and, in general, to improve the standard of living in a strategically important region of the Russian Federation. In 2021, by Decree of the President of the Russian Federation, an updated national security strategy was adopted, which determines the country's security from any threats, ensuring the rights and freedoms of citizens, decent quality and standard of living of the population. It is determined that one of the components of the strategic national interests of the state is the preservation of the people of Russia, the development of human potential, improving the quality of life and well-being of citizens. The Strategy notes that national security is ensured by achieving the goals and solving the tasks provided for in the framework of strategic national priorities, one of which is to improve the standard of living of every citizen of Russia, for which comprehensive measures are being taken to solve systemic problems in the field of healthcare, to reduce poverty and stratification of society by income level. The article also examines the place of the region as a whole in Russia. The main objectives of the study to achieve this goal: disclosure of the specifics of the provision of support measures to the Governor of the Murmansk region; assessment of the effectiveness of the support measures provided by the government of the region, their relevance. To achieve the goal set in the research process, a systematic approach to the study of economic phenomena was used, as well as general scientific methods - observation, analysis, synthesis and comparison. As part of the study, the impact of state support measures carried out by the government of the region on improving the living standards of residents of the Kola Polar region was studied, and the directions for which additional efforts should be made in this direction were identified.
