Implementation of evaluation principles of new transport construction projects by case study of the Eastern polygon of "Russian Railways" JSC

Substantial discrepancy between actual time and necessary resources and initially envisaged plans and forecasts is revealed in the course of implementation of particular construction projects. Management of initialization and implementation of new construction projects on the railway transport in the context of structural changes in the industry and the lack of unified domestic regulation of the large construction projects management requires improvement of approaches to the reasoned selection of new construction projects, participants of the process and mechanisms of construction management in order to improve functioning of the entire network of railway transport. The article summarizes the features of implementation of the principles of project financing, considers stage-by-stage assessment of the new projects of transport construction on the example of the Eastern Polygon of “Russian Railways" JSC.
