Implementation of principles of law during administrative proceedings

The problems of implementing proceedings principles associated with bringing to responsibility, namely the principles of prosecution in cases of administrative offenses, are becoming increasingly relevant today. The imperfection of the current legislation creates a violation of fundamental principles of procedure. The current administrative legislation in this part cannot correspond to the rule-of-law state declared by the Constitution of the Russian Federation, where the person, his rights and freedoms are recognized as the highest value. The welfare of the people, individual interests should be paramount. The most complete guarantee of human and civil rights and freedoms is the basic principle of the rule-of-law state.
