The current Moscow housing policy in legal framework is thoroughly analyzed and accommodation mechanisms are established in the article. Additionally, accommodation possibilities are proposed for “points of growth” (clusters) in the New Moscow on the basis of the mechanisms. Finally, amendments to the existing legal framework, including the addition of a new housing accounting category are suggested, and the human capital formation system is identified.
