Implementation of consistent silvicultural operations under current efficient legislation

Need to apply corresponding consistent silvicultural operations in proper silvicultural site - forest, forest ecosystems is quite natural and scientifically based. Actually in adopted forest management arrangement legal regulation of operations is done separately by species and designing is patterned for stratums that due to indicator package are included in management sections. In the mean time legislation and regulatory legal documents apply limitations and bans on some operations that are package components which results in its disturbance and inevitable impacts. In particular such limitations refer to ban on clearcut in protective forests and selective cut in specially protected forest areas except sanitary cuts in all forests, restrictions on thinning and increment thinning in spruce and fir forest. To overcome the mentioned and other disadvantages within efficient legislation procedures to address goals of consistent design and silvicultural operation performance are substantiated as well as an option to shift to consistent planning, design and implementation of silvicultural operations at Russian Federation region level through organizational operation package implementation by federal and regional forest management bodies including development of a regulatory document for silvicultural operation package development and application, development of requirements to implement operations in accordance with designed ones as well as limited opportunity to apply allowable variations in timing, rates and other indicators due to changing conditions however within limits that secure planned and forecast objective - current, intermediate and final results...
