The register of functions (authorities) of federal executive bodies as a tool for increasing the transparency of their financing

In 2020, the legal base was approved for the creation of the register of functions (authorities) of federal executive bodies, the activities of which are managed by the Government of the Russian Federation (FOIV). The register was introduced in order to carry out monitoring and to perform the analysis these authorities, and during 2021 the FOIV completes it. The article deals with the problems associated with calculation the amount of budget allocations necessary for the exercise of the authorities of the FOIV. The article analyzed the contents of the registry. On its basis, proposals are made for the inclusion of an additional list of information in the register. These proposals are aimed at creating the necessary information base for calculation the amount of budget allocations allocated to finance the exercise of the authority of the FOIV both by the authority itself and by third-party organizations involved for this purpose. Options for calculation of budget allocations are presented. It was concluded that at the moment it is premature to talk about the possibility of creating a full-fledged system for calculating the cost of FOIV’s authorities. However, conducting calculations in today’s conditions will increase the transparency of their financing and make more informed decisions in the field of increasing the efficiency of budget expenditures for the exercise of the authorities of the FOIV.
