Reformation of funding of the free health services to population

Federal legislative process in 2011 predetermined further development of the state-private partnership and formation of a strictly centralized system of providing free medical services to population. Since compulsory health insurance is an integral part of the Programme on State Guarantees to Deliver Free Medical Care to the Citizens of the Russian Federation, the main object of reformation is the financial system of health care. The paper outlines the financial system under construction, its basic segments and regulators.
