Leasing reform in Russia

While implementing their activities, companies are increasingly using such a service as leasing. It is one of the tools for renewal of the fixed assets of enterprises. Due to the degree of depreciation of the fixed assets in commercial enterprises - in some sectors of the Russian economy, it exceeds 50%, the use of leasing is rising. Companies in many countries actively use leasing to finance their activities and renew fixed assets. The current Russian legislation defines only the most basic points regarding the leasing bargaining. The lease contract may provide with various conditions in accordance with the law. These conditions may involve different leasing schemes, rights and obligations of the parties. At the end of 2016, the National Council for Financial Stability made a decision to reform leasing activities and change the regulatory framework for regulating leasing deals. However, the prepared draft plan for a law was not adopted. The draft is still following-up. The article considers the analysis of the main steps of the adoption of new legislation, difficulties and contradictions associated with changes in the regulation of leasing activities in Russia.
