Reformation of Russian statehood and its influence on private security service status development in national security system

The author defines the place and the role of private security police in the system of national safety based on the analysis of statutory documents, legal sources, regulating its activity, scientific and professional literature on the subject. Having revealed a number of contradictions and gaps in the part of legislature regulating the sphere of property safety provision and activity of private security police, which became obvious in the course of reforms carried out in Russia, the author suggests elaboration of the conceptual basis of legislation instrumental in the development and improvement of private security police activity. Based on the principles of property safety provision, the author defines directions of organizational and legal improvement of this activity, which consists of ensuring property and anti-terrorist safety of the object, which are subject to obligatory protection by police; fulfillment of unified technical policy in the field of property and object protection; implementation of security divisions’ inspection of legal entities with special assignments and divisions of departmental security; participation in the tasks of public order protection and provision of public safety; participation in actions aimed at engineering and technical strength improvement; anti-criminal protection of various objects; stabilization of its own financial and economic activity.
