The local government reforms of the 1860-1870's and the transformation of the Southern Urals cities

The article describes the impact of reforms carried out in 1860-1870-s on the cities of the Southern Urals, introduction of the new system of city management (in particular, emergence of Duma and municipal councils in the district centers), change in the infrastructure of provincial and district towns of the region and their transformation into commercial, industrial and cultural centers. The authors note the duality of the situation developed in the studied cities in the post-reform period, associated with the involvement of the labor force to the cities, on the one hand, and the inability to provide everyone with jobs, on the other.
