P. Stolypin’s reforms in the context of social and economic management of Russia

The author considers three aspects of sensitivity of social and economic environment to the process of implementing innovations, identifies the following stages of innovative development of economy: inertial, on the basis of innovations and properly innovative. The article places special emphasis on the social and economic planning of territorial development.
