Regional policy for the development of small and medium-sized enterprises clusters

The purpose of the article is to develop an algorithm for the regional policy for the development of clusters of small and medium-sized enterprises, and measures for its implementation. The article clarifies the definition of the term «cluster of small and medium-sized enterprises», specifies the features of their functioning. The role of clusters of small and medium-sized enterprises in regional economic development is disclosed. The author's approach to regional cluster policy is presented. It involves supporting not isolated small, medium-sized enterprises, but their clusters. The algorithm of cluster policy, including the research stage, is developed. The most effective measures within the framework of the regional cluster policy have been identified and substantiated. The necessity of orienting the regional cluster policy on the strategic objectives of the development of the territory is shown. The conclusions and recommendations of the study can be used in further empirical studies of clusters of small and medium-sized enterprises, as well as the development of documents for the strategic development of the subjects of the Russian Federation.
