In many countries agricultural and food policy is consistent with the national objectives. One of the main objectives, set by all the governments is to optimize production volumes, taking into account ecological and economic business conditions. Most nations strive for expansion of their agricultural policy through trade relationships. The main objective of this policy is to stabilize farmers' incomes, the real growth of the industry and fair pricing. State agricultural policy is based on internal and international standards. The internal standards may be economic, including such aspects as quality of physical and human capital, the state's role in the development of new technologies, taxation, foreign exchange resources and reserves, or social and political (power of political balance, economic philosophy, given by the State in business). The international standards are the degree of a nation's openness for international trade, capital flows, and profitable transfers of goods, capital and technology. For Russia, it is important to study trading programs in the USA agribusiness as they are considered the modern methods of state regulation of the agro food system to provide food safety.
