The article deals with one of the main problems of modern Russian reality - interregional inequality. The center-periphery model is used to demonstrate the disparity in the development of regions and to distinguish leading regions, middle regions and periphery regions. The author uses the inductive method to examine political and socio-economic problems of regional development through the prism of districts. The Tikhvin District is selected as an example, with aggravated problems in industry, health care, and transport, which are the reflection of interregional inequality at the district level.
