Regional management of the quality of life of the population: a program-targeted approach

The main goal of the article is to propose recommendations on improving regional quality of life management for the Republic of Bashkortostan on the basis of the analysis carried out. The analysis of the main socio-economic indicators of the well-being of the population of the Republic of Bashkortostan is given, ways to improve it are proposed, including the development of a special comprehensive program. It is concluded that despite the measures taken by the regional administration to improve the quality of life, there is no systematic approach to the problem in the region, there are no normative legal acts both interpreting the very understanding of the term “quality of life” and regulating it. And when managing the welfare of the population, it is necessary to pay special attention to the living conditions of working youth, residents of pre-retirement and retirement ages, as well as the development of the population of the region in the conditions of digitalization. The implementation of goals and objectives will be more effective on the basis of a program-targeted approach that meets criteria such as the availability of deadlines, clearly defined goals and objectives, as well as responsible and target indicators. It also proposes an organizational and economic mechanism for managing the quality of life that adheres to the principles of purposefulness, integrity, complexity, concreteness, information openness and efficiency.
