Regional clusters as an effective instrument of long-term economic policy of import substitution

A country striving for import substitution is import-dependent and therefore not sovereign. At the same time, the maximum possible level of economic sovereignty of a country is determined by the degree of its territorial development. The tool for the highest development of the potential of any territory is an approach based on the formation of regional clusters, which should be considered a special type of systemic organization of the economy. In Russia, despite its territorial diversity, the potential of the cluster approach is not fully realized. Most often the reason for this is a misunderstanding of the potential of regional clustering on the part of regional authorities, scientific and business communities. An effective cluster policy at the regional level would allow not only to use the uniqueness of each corner of the country's territory, but would also serve as the basis for its long-term sovereignty, formed on the basis of the maximum development of the relevant factors of production.
