Regional models of cooperation between business and political elites (by a case study of Irkutsk region)

The paper discusses the regional models of cooperation between political and business elites of Irkutsk region in 2000-2015. The study is based on the types of models of collaboration between government and business by R.F. Turovsky. According to the research results, the author concludes that there has been a model of political pluralism based on the balance of power of large business companies in the region. The main features of this model include the leading role of the Federal Center in regulating relations between political and business elites; the lack of institutionalized collaboration between regional authorities and business structures; the absence of clear rules for actions; the personified, non-transparent relationships between political and economic elites, the application of informal practices; the dependence of relations between regional authorities and business community on both the external (for example, the economic situation) and internal factors (the change of a governor).
