Despite the fact that the Government of the Russian Federation shall take the necessary measures to promote housing construction in our country (developed and implemented by the Federal Program "Housing" national project "Affordable and Comfortable Housing - to Russian citizens", established and functioning of "Agency for Housing Mortgage Lending" "Fund for Housing Development", etc.) far more than a third of Russian citizens living in residential properties that do not meet the minimum requirements of accomplishment. The results of sociological studies show that more than 60% of Russians are not satisfied with their housing conditions. In addition, in recent years in our country emerged very robust negative trend of excess volumes of removal of the existing housing stock (its translation into the category of old and dilapidated) over the volumes of its reproduction. In connection with the privatization of housing, most Russian citizens became his full-fledged owners, at the same time very significantly reduced the proportion of housing finance from the federal, regional and local budgets. Unreasonably high price today is being built and sold to the public residential properties. Low income mostly Russian citizens in need of improving their living conditions do not allow not only to finance the construction or purchase of residential real estate, but even taking mortgage loans for these purposes. All the above has resulted in the stagnation currently formed in the 90s. last century housing market.
