Regional problems of nature protection management at industrial complex

On example of industrial production at Novgorod oblast the nature protection activity of the enterprises by means of natural and cost indexes is analysed. Dependence between economic activity of production and economic damage put to environment is shown. The inefficiency of economic regulators of environmental management – systems of payments for pollution is established: payments for pollution of the atmosphere are strongly underestimated and don't compensate an economic damage. Comparison of payments for pollution and costs of protection of the atmosphere revealed that payments don't carry out the function – inducing of nature protection activity of the enterprises. It is offered for formula of calculation the payment for atmosphere pollution to develop branch factors of ecological situation.
