Regional strategies and initiatives to achieve the national goal of "Environmental Well-being" in the Rostov Region

The national goal "Ecological Well-Being," established by Decree of the President of the Russian Federation No. 309 of May 7, 2024, aims to comprehensively address environmental issues in Russia. It encompasses the creation of a modern solid municipal waste management system, improvement of atmospheric air quality, elimination of accumulated environmental damage, protection of water resources, preservation of natural territories, and development of ecological tourism. The article examines the key directions of this goal at the regional level, focusing on the Rostov Region. A SWOT analysis of the region's environmental sector is conducted, identifying strengths, weaknesses, opportunities, and threats. Based on this analysis, a strategic goal is defined — enhancing the region's environmental sustainability — along with specific tasks to overcome issues such as air and water pollution and inefficient waste management. Strategic initiatives are proposed, including the development of waste recycling infrastructure, environmental monitoring, and support for green technologies. Implementing these measures will integrate ecological priorities into the regional socio-economic development strategy, promoting sustainable growth and improving the population's quality of life.
