The principle of transparency in procurement for state and municipal needs

This article highlights the functions of the legal institution of registration of citizens of the Russian Federation at the place of stay and place of residence in comparison with the functions of the former registration institution. The conclusion is made that the release of the registration institute from functions that are not peculiar to it can create the prerequisites for liberalization of the relevant sphere of legal regulation
