The regulation of urban public transport in the Russian Far East in the second half of the XIXth - early XXth century. TATYANA Z. POZNYAK (Institute of History, Archaeology and Ethnography of the Peoples of the Far East, Far Eastern Branch of Russian Academy of Sciences) The article is devoted to the development of urban public transport in the Russian Far East and changes in the regulatory framework of its work during the prerevolutionary period. The time of founding and early development of the Far Eastern cities coincided with the era of rapid technical innovations, which affected the urban transport. If originally the urban population could only use the services of cabs and carters, then at the early XXth century the range of available means of transportation broadened to include cars, motorcycles and buses, and in Vladivostok - trams and suburban rail service. The work of public transport was governed by the decrees of city dumas, approved by the military governors of the regions. The regulatory framework has become more complex with the development of transport, the expansion of urbanized territories and the increase in the number of road users and violations they did. The desire of the municipal authorities to further detail the regulations and toughen the penalties for their violations came across the persistent unwillingness of cabmen and drivers to follow the rules. News of road accidents, unsanitary conditions of parking places and rudeness of cabmen were a common thing on the pages of the local newspapers of that period.
