Regulation of legal relations in the era of digital transformation

This article examines the theoretical and practical aspects of legal regulation of social relations in the context of digital transformation. It analyzes key challenges in adapting the legal system to the demands of the digital age, including inconsistencies in the regulatory framework, the lag of legal regulation behind the pace of technological development, and the insufficient effectiveness of existing legal regulation mechanisms. Particular attention is paid to the development of information law as a system-forming branch and the legal regulation of new technologies, specifically artificial intelligence and robotics. The current state of the regulatory legal framework in the field of digital technologies is considered, including an analysis of key legislative acts and strategic documents. The article explores issues of intersectoral competition within the legal system and problems of identifying subjects in the digital environment. International experience in the legal regulation of digital transformation and the possibilities of adapting it to Russian conditions are analyzed. The risks of digital inequality and marginalization of the population in the context of technological development, as well as issues of ensuring information security in conditions of geopolitical tension, are considered. The necessity of developing innovative approaches to lawmaking and public administration in the context of digital transformation is substantiated.
