Regulatory traditional system: key parameters and characteristics

Traditional regulatory systems are considered in the article. Their key parameters are allocated: totality, regularity and recurrence of repetition; absence of fixing; «not scientific character»; irrationality; not authorship; spontaneity. Occurrence and functioning mechanisms have been introduced. Time primacy of the given systems and their present urgency is substantiated.
