The study describes one aspect of the religious policy of the PRC's government concerning Tibetan Buddhism. To develop Chinese national identity involving ethnic minorities, religious institutions should be coordinated to guarantee the loyalty to the government. If the government has an influence on the highest ranks of Tibetan Buddhism religious hierarchy, the State Administration for Religious Affairs executes its control over Tibetans recognizing the choice of religious leaders made by the state. Management Measures for the Reincarnation of Living Buddhas in Tibetan Buddhism have been adopted during the chairmanship of Hu Jintao and have established the legal and regulatory framework for reincarnation. One of the purposes of this order is to search for the next reincarnation of the Dalai Lama exclusively under the supervision of the Communist Party of China that will inevitably aggravate relations between the government of the PRC and the Central Tibetan Administration.
