We analyzed the connection between complexes of activity (CA) on the Sun and solar flares of the X-ray class above M0 at the cycle 24 rising phase of solar activity (till April 2012). All sunspot groups are classified into three classes. They are groups in CA cores, in CA branches, and outside CA. Solar flares are shown to occur in sunspot groups located in CA cores and branches. A special role of CA cores can not be noted for X-class flares (there is the same number of X-flares in sunspot groups outside CA) but the total power of X-class flares in CA cores appears to be higher than that in active regions outside CA. Long decay events (LDE-flares) occur mainly in CA. In this case, the most powerful events take place mainly in branches rather than in CA cores. As shown, at the cycle 24 rising phase the flare activity manifested as bursts of duration about two solar rotations. The bursts are well-correlated with of spot-productive solar activity pulses related to CA activity. Within the time period under study, nine of eleven high-power proton flares occurred in CA.
