Resolving city affairs by local authorities in Soviet Russia during the NEP period

After the October Revolution of 1917, the Bolsheviks began to consistently implement their political and state structure, including the formation of public authorities at all levels based on the well-known slogan "All power to the Soviets!" This process accelerated after the end of the Civil War, and in a relatively short time such bodies were created everywhere, including local Soviets in cities and other populated areas, where the new Soviet government began to implement current tasks to ensure life in the relevant territory. At the same time, the most pressing were economic tasks, the implementation of which was influenced by the introduction of the new economic policy. The article examines the specifics of the functioning of local authorities in cities in solving issues of municipal economy in the 1920s. The emphasis is on the social and legal aspects, and the normative legal acts regulating these public relations, materials published in the media, and scientific works on this issue are analyzed accordingly. It is noted, in particular, that city Councils and their executive committees, due to financial difficulties, sought to impose part of the costs of maintaining housing and communal services on housing cooperatives, directly on tenants, and also to attract funds from enterprises.
