Solving personnel problems in the USSR in the construction industry (the case of Nikolai Lazukov professional biography)

The study examines the labor and professional biography of one of the directors of the Moscow Institute of Civil Engineering (nowNRU MGSU), which demonstrates the features of solving personnel problems in the industry. Its role and participation in the course of the accelerated industrialization of the country, the reasons for the transition to solving the problems of construction education and topical issues of the development of the construction industry are revealed. The study was conducted using archival documents, including first published facts, normative acts of the period under review, and the works of researchers on the development of education. The dialectical approach, as well as chronological, biographical, historical-descriptive, and comparative-historical methods were used to solve the tasks set. It is shown that Nikolai Lazukov’s fate was a reflection of the cultural background of the era, its role in the development of the Moscow Institute of civil engineering in the 1940s is emphasized, his activities in high positions influenced the country's recovery after the World War II and the development of new sectors of the construction activities. The active position of Nikolai Lazukov in the transfer of his experience to new generations of builders and the desire to be useful to society is shown.
