The article proposes a program for settling empty lands in Russia by including young specialists, Russians from near and far abroad, retired military personnel, and retirees who want to engage in small agricultural businesses in this process. Currently, tens of thousands of small settlements are quietly disappearing from the map of the country, and millions of hectares of land are falling into disrepair. The best traditions of the rural community, when the younger generation was brought up in a love of nature and work alongside adults, are becoming a thing of the past. From childhood, a feeling of love for the homeland, pride in its historical past was instilled through close communication with the older generation. In order not to pass the point of no return, it is urgent to develop a program for settling empty lands for each rural area of the country and develop their social, road and other types of infrastructure not through subsidies from the state, but through deductions from the development of local small businesses. To do this, it is necessary at the first stage to begin the construction of small farms such as PZhK on preferential mortgage financing. At the second stage, by growing environmentally friendly agricultural products, you can sell them not only within the country, but also for export. This will increase the country’s GDP due to income from the development of empty Russian lands.
