Resource-index method for determining the estimated cost of construction: features and ways of improvement

As the basis for determining the initial (maximum) prices of contracts, the estimated construction cost should be determined in a transparent and understandable way for all participants in the pricing process. The article analyzes the purpose and already accumulated experience of using the resource method, which has been actively used in the subjects of the Russian Federation for more than a year. The authors analyze the differences between the method and the previously widespread basic index method in terms of approaches to determining the estimated cost, the application of estimated standards and current prices of construction resources. Based on the results of the analysis, the authors propose solutions to improve the resource-index method.
