Resource support of industrial policy by municipalities

The article assesses the importance of municipalities in the system of public power of the Russian Federation and their participation in the implementation of industrial policy. The role of large cities as the most economically developed and being the “locomotives of growth” of the economy of the country and regions is especially highlighted. An analytical review of the literature related to the given research topic is carried out. The volume and main directions of municipal budget spending under the item “National Economy” in several regional capitals of the North-West, namely the cities of Veliky Novgorod, Pskov and Vologda, are retrospectively considered. The variability of the actual expenditures of the municipal budget for the economic development of the cities under consideration and the share of these costs in the total expenditure part of the budget are determined. A general feature of the formation of the budget in terms of expenditures on economic policy is revealed, namely, that a significant part of this item is occupied by expenditures on road activities and capital investments in state (municipal) property. The article also discusses the participation of the cities in question in the formation and implementation of their municipal programs to support SMEs and develop the tourism industry.
