Resource potential of rural territories: increase of municipal management effectiveness

The article is devoted to the rating of the territories resource potential on the example of rural municipalities of the Republic ofBuryatia district. The analysis is based on the method of metrics definition. They represent remoteness of the real situation in the regions from hypothetically best position and are calculated by rationing indices of territory competitiveness values. As a result the territories were differentiated, the rating of rural municipalities competitiveness was revealed and probable scenarios of municipal management efficiency increase were planned.
