This article examines the question of the role of the revolutionary events of 1917 in the history of the national cinematography. The question of how to evaluate the activities of the Soviet authorities in the sphere of culture and, in particular, the attitude of the film, is debatable. The authors give a characterization of the initial stage of film development in the capital and provincial cities of the Russian Empire. The article highlights the subject of the first films, the peculiarities and problems of formation and development of the pre-revolutionary film industry. The analysis of the process of formation of the Soviet cinema art. Defined by its role and place in political, social and spiritual life of the country, the formation of the new man. Identified the distinctive features of the Soviet cinematography of the 20-ies of 20th century, its focus on highlighting important historical events and promoting the ideas of the socialist revolution. The film projects were focused on the mass involving primarily the wide layers of the illiterate and semi-literate population, promoted the world famous examples of Russian classical literature, refracting them through the Soviet spiritual values and value orientations. Shows how the Soviet government dealt with the complex issues associated with shortages of staff. The names of the most prominent cultural figures, which impact on the progressive development of domestic cinema, the promotion of classical and avant-garde directions. It is concluded that pre-revolutionary Russia has made a certain contribution to the development of world cinema, but has gained worldwide fame work, created by Soviet filmmakers.
