The modes of various protection as one of the reasons for changing legal status of state reserve 'Stolby’

Annually the reserve "Stolby" is visited by about 300 thousand people. All residents of Krasnoyarsk are increasingly worried by the change of the status of one of the main sights of the city. The people are concerned that at the assignment of the status "na-tional park" especially protected natural territory (EPNT) will face adverse effects, such as collection of payment for a visit, economic development of the territory. Short characteristic of especially protected natural territory, i.e. the national park "Stolby" is provided in the study, the history of formation of the reserve is presented, its relief, climate, soils, plant and animal life are described. The value of tourist and excursion area for the population of Krasno-yarsk is revealed. The forecast to changes which can happen to the territory of EPNT in connection with change of the status of "Stolby" is given. The consequences of anthropogenic impact on the components of the reserve are predicted, and the ecosystems of the reserve are assessed. According to the federal law № 33 "On Specially Protected Natural Territories", the Stolby reserve cannot exist in its present state for a number of reasons: the existence of zones of various protection, the enno-bling of the territory, and its being visited by tour-ists. The designation of a protected area as a na-tional park can resolve these contradictions, how-ever, can cause some other, not less acute issues.
