The article summarized scientific sources on the issues of resilience of economic systems. The main problems of the modern development of mono-profile towns and territories are considered. The modern conditions of economic uncertainty are determined. An assessment of the resilience of mono-profile territories of the region in the conditions of modern economic uncertainty is given on the example of the Perm Krai. It has been established that the mono-profile territories of the Perm Krai are differentiated by the level of economic development, determined by the competitiveness of the city-forming enterprise. At the same time, the general trend is a decrease in the population due to the migration of its most active part. Based on the author’s methodology, the degree of resilience of mono-profile territories of the region is determined. The proposed methodological approach is universal and promising for use in the management process, including when adjusting public policy in the face of modern economic uncertainty. The conclusion is formulated that the conditions of modern economic uncertainty create new opportunities for the resilience of mono-profile territories. First of all, this is due to the urgent solution of import substitution issues. The emerging market niches allow many city-forming enterprises of mono-profile territories to restore their economic opportunities and make the most of their production potential. Particularly promising in this direction are the city-forming enterprises of the military-industrial complex, which produce strategic types of products for the Russian economy.
