Effectiveness of healthcare expenditures in the Republic of Bashkortostan: assessment based on the DEA approach

The actualization of questions about the effectiveness of resource use is currently due to the circumstances of increased funding and reform of the regional health care system. There are many different approaches to studying this issue, including dynamic analysis of health and healthcare indicators of the population of the region, multi-criteria assessment methods, etc. In this paper, the relatively rarely used DEA (Data Envelopment Analysis) approach, which belongs to the group of benchmarking methods, is used. The main advantages of this approach are the possibility of including several indicators in the analysis, as well as the absence of the need to determine their relative significance a priori. The purpose of the study is to assess the effectiveness of budget expenditures on healthcare in the Republic of Bashkortostan. The regions of the Volga Federal District were used as a control group. The results of the evaluation of the effectiveness of public finances in the field of healthcare of the Republic of Bashkortostan and other regions of the Volga Federal District made it possible to identify the most effective regions relative to the republic, as well as excessive consumption of resources and lost results.
