The results of the sovereign systematization of municipal structures

The bourgeois class of the 1850-1860-s remains poorly explored. Just then in the center of the Russian Empire a project of new management involving bourgeois class was introduced (1846 - St. Petersburg, 1862 -Moscow, 1863 - Odessa), however provincial regions of Russia knew about the upcoming changes, but continued to live according to the old structure. The urban nobility showed no interest in the affairs of local government, so in practice, the municipal management was carried out by the established community of urban class that included petty bourgeois and merchants who banded together against officials and nobles. Such a structure was approved directly by urban residents. Despite the heavy burden of public management responsibilities, which interrupted the main activity focused on financial support of the family, the petty bourgeoisie managed to consider the needs of the city as their own from the perspective of work ethics and psychology of owner. It was the active involvement of the bourgeois class in the social life that influenced the change of cultural needs of the middle class and merchant class, the decrease of the cultural gap between elite and grassroots cultures, peculiar to the period under consideration.
