The turbulence of the Russian economy during the global crises, the aggravated political and economic situation, the stagnation of the oil market and the sanctions policy of the West, the demographic problem - all this provides a fresh perspective on the issues of human potential formation. A new generation cannot recover the demographic losses in the country; it should, in the future, not only support the growing number of dependants, but also compete on the global technology market, where the quick pace of the change of technological schemes makes it necessary to form human potential and provide opportunities for the improvement of professional level of staff in the country. In turn, it is possible to receive the necessary qualification and experience only on the basis of the concept of lifelong education which helps learn the necessary programs, as well as to set the boundaries and possibilities of technological, economic and social modernization and development of the Russian society. It is necessary to create conditions for the formation of the human potential and its realization within the country in order to exclude the possibility of intellectual capital drain. These changes largely depend on the educational system. In our country there is an active process of modernization and change in the system of training; new forms and approaches to learning predefined by the concept of “Education through life” emerge. The article presents the results of the study conducted in the framework of the Russian Humanitarian Scientific Foundation Grant 15-02-00066 “Lifelong education amid the recession and demographic transition as a factor in increasing the competitiveness of Russia”.
