Risk-based approach to optimization of the radiological protection of group a personnel of the state corporation Rosatom: formation of critical groups

The technology optimization of the radiological protection for group A personnel of the State Corporation Rosatom is developed on the basis of minimization radiation exposure of employees included in the high-risk groups. There are 4 high-risk groups (HRG): 1 HRG - cumulative dose (CD) >150 mSv, excess absolute risk (EAR) £10-3, attributable risk fraction (ARF) £10%; 2 HRG - CD>150 mSv, EAR£10-3, ARF>10%; 3 HRG - CD>150 mSv, EAR>10-3, ARF£10%; 4 HRG - CD>150 mSv, EAR>10-3, ARF>10%. It is established that 1 HRG contains 3.54% of all group A personnel, 2 HRG - 0.54%, 3 HRG - 0.44% and 4 HRG - 0.77%. The average values of the absolute risk and attributable risk fraction were for each risk group. So, in 4 HRG mean value of the absolute risk is equal to 1.83×10-3, and the attributable risk fraction - 14.04%. These values significantly exceed the limit values according to the criteria IAEA for the classification of high-risk groups. The technology provides the normal conditions of operation by maintaining the current value of the collective effective dose of personnel. The technology is based on modern findings of UNSCEAR, the ICRP recommendations and the IAEA standards on radiation risk assessment and optimization of radiological protection in the category of occupational exposure.
