Application of integrated risk for making decision on nuclear and radiation safety management

The article discusses framework for development of nuclear and radiation safety measures adequate to a potential danger of nuclear power plants. The method for integrating deterministic and probabilistic estimates, is widely used for these purposes. The article examines sources of information, which must be used for making integrated risk based informed decision. The following can be used as information sources: results of on-site inspection carried out by a regulatory agency, investigations of blackout in nuclear power plants, as well as information on operational safety, expert analysis of reliability substantiation, results of examining departures from valid standards and rules, exploiting international good practice in operation of nuclear and non-nuclear facilities and other relevant information. The article presents methods that could be used for processing various types of source information necessary for the estimating integrated risk, ranking the facilities according to the extent of their danger and final regulatory decision making.
