Risk of poverty in contemporary Russia

The author claims that a real modernization of the Russian economy is not possible without transformation of the Russian society. And this transformation is impossible without eradication of poverty and terrible inequality bringing about destabilization in all spheres of social life. As social policy is formed at the federal level and implemented at the local levels - in regions and municipalities, with the account of the regional specifics, it is necessary to monitor the living standards of population by regions. Otherwise, the poverty line may be "frozen", and the acute problem of poverty will be solved only virtually but not really.
