The development of entrepreneurial activity stimulates economic growth in the regions, increasing production volumes and employment. Exposure to external risk factors poses a threat to the efficiency and achievement of strategic goals of enterprises. The safety of doing business in the regions depends on many factors: political stability, socio-economic situation, legal environment, infrastructure, access to financing, environmental and technological factors. The purpose of the study is to study the risks and safety of doing business at the regional level. The risks of doing business in the Republic of Dagestan and the Samara Region for 2021-2023 were studied. It was concluded that over 2 years the level of business safety has increased in the regions. According to most indicators, the Samara Region is a safer region (lower number of economic offenses, unemployment and poverty levels, etc.). To reduce the level of risks of doing business in the regions, it is necessary to develop risk management systems, create a favorable business climate, develop infrastructure, and stimulate domestic demand.
